Mayor Zohran Mamdani's administration wants a 9.5 percent increase in Staten Island's housing stock, roughly 17,675 new homes across the borough, over the next five years. The target sits inside the draft Fair Housing Growth Strategy, released Wednesday by the Department of Housing Preservation and Development.

The document is citywide in scope. HPD estimates New York needs about 700,000 new homes over the next decade to meaningfully address the housing crisis. Commissioner Dina Levy said every neighborhood in every borough must do its part. Sideya Sherman, director of the Department of City Planning, tied the draft to the mayor's Block by Block plan, describing it as a framework for measuring need and understanding where growth should occur.

Staten Island splits into three segments, and the growth plan looks most contentious on the ground. The South Shore and Mid-Island are the island's least dense areas, and South Shore residents and elected officials have historically resisted residential development. Commercial Observer reports the mayor could face an uphill battle.

For investors watching New York City real estate, the plan sets a number but not a path. A 17,675-unit target depends on zoning changes and community buy-in; the density math is simpler than the politics. The South Shore reaction will tell private capital how real the numbers are.
