  • Rockpoint and Holland Partner Group have entered a joint venture, IREI reported, to develop Stevens Creek, a 311-unit mixed-use community at 3896 Stevens Creek Blvd. in west San Jose, buying the site and funding construction of a project that includes roughly 6,000 square feet of ground-floor retail; financial terms were not disclosed.

Rockpoint and Holland Partner Group have entered a joint venture, IREI reported, to develop Stevens Creek, a 311-unit mixed-use community at 3896 Stevens Creek Blvd. in west San Jose, buying the site and funding construction of a project that includes roughly 6,000 square feet of ground-floor retail; financial terms were not disclosed. Completion is set for 2029, a timeline that makes the deal a long-duration development play rather than a current-cash-flow acquisition.

Rockpoint co-CEO Aric Shalev frames the underwrite around Silicon Valley's high-income employment, limited new housing supply, and high barriers to home ownership. Small and mid-sized apartment deals are repricing on current cash flow; a ground-up project cannot wait for that repricing to finish, so Rockpoint is buying 2029 rental demand at today's land prices.

Days after its 748-unit Urby tower on Jersey City's waterfront drew a $277 million construction loan from Truist at $370,000 a key, Rockpoint has now committed to Stevens Creek, a smaller ground-up project that runs on the same logic: put capital where employment density is high and developable land is scarce.

Holland Partner Group, a fully integrated real estate investment company, brings the development and operating platform to a site minutes from Apple and NVIDIA's headquarters and close to I-280 and U.S. 101. The modest retail portion points to a corridor being built as a place to live and linger, not just a commute.

The risk is the delivery date. Silicon Valley's housing shortage took a decade to build, and 311 units will not solve it, but the corridor's continuing evolution and the region's inability to build enough will make those units scarce by the time they open. The first test is construction debt pricing; the second, in 2029, is leasing 311 apartments into a market that will have changed by then.
